Customer Review: bike rack was missing pieces

We were very disappointed in this bike rack as half of the pieces were missing. We e-mailed the company Niagara Cycle Works as directed on the invoice for return instructions but have not yet received a reply. We will reserve farther review on this product until we receive one with all of the components.
Description of Delta Picasso Two-Bike Rack with Shelf

Made of sturdy, welded steel, it holds up to two bikes by the frame via its rubber-padded arms, which can fold flat when not in use. The arms measure 21.5 inches from the wall and 14.5 inches from top to bottom when extended. It can hold a maximum of 90 pounds (45 pounds per bike). It should be mounted to wall studs, and it features a 10-inch spacing from screw to screw. This rack comes with installation hardware, printed instructions, and a lifetime guarantee against defects.
